Amends GS 160A-443 to include the municipalities of Franklin County within the scope of the authority granted to certain cities, municipalities, and towns set out in subsection (5b). Authorizes the municipalities to, by ordinance, order an owner to repair, demolish and/or remove a dwelling found to be unfit for human habitation under GS 160A-441. Requires compliance with procedural requirements prescribed by subsection (5b).
