    Conference report makes the following changes to the 3rd edition.

    Adds a section amending Section 2.38 of SL 2019-122 to no longer make the appointments to the North Carolina Professional Educator Preparation and Standards Commission contingent upon H 200 becoming law.

    Adds under the President Pro Tempore's appointments, the appointment of Amanda Donovan to the Disciplinary Hearing Commission of the North Carolina State Bar for the specified term.

    Amends the Speaker of the House's appointments to the Boxing Commission and the Information Technology Strategy Board by adding the individuals' professional titles as doctors.

    House committee substitute makes the following changes to the 2nd edition.

    Makes organizational changes. Adds the following provisions.

    Part I.

    Eliminates the proposed changes to Section 2.38 of SL 2019-122 (Appointments Bill 2019) concerning appointments to the NC Professional Educator Preparation and Standards Commission upon recommendation of the Speaker of the House of Representatives.

    Part II appoints the specified persons to the following boards and commissions upon the recommendation of the President Pro Tempore, effective on the specified date, with terms expiring as provided: the Boxing Commission; the NC Brain Injury Advisory Council; the NC Capital Facilities Finance Agency Board of Directors; the NC Charter Schools Advisory Board; the Information Technology Strategy Board; and the Commission for Mental Health, Developmental Disabilities, and Substance Abuse Services.

    Part III appoints the specified persons to the following boards and commissions upon the recommendation of the Speaker of the House of Representatives, effective on the specified date, with terms expiring as provided: the Boxing Commission, the Information Technology Strategy Board, the NC Professional Educator Preparation and Standards Commission, and the Rural Infrastructure Authority.

    Adds to the act's effective date provisions, now providing for the terms of appointees to begin on the date the act becomes law unless otherwise provided.

    Changes the act's long title.

    Senate amendment makes the following changes to the 1st edition.

    Further amends SL 2019-122 (Appointments Bill 2019) to correct the names of various appointments. Changes the term of appointment to the NC Institute of Medicine Board of Directors upon recommendation of the Speaker of the House of Representatives, now providing for a term expiring December 31, 2023, rather than January 1, 2023. Adds Tabari Wallace to the Speaker's recommendations for appointment to the NC Professional Educator Preparation and Standards Commission (replacing the appointment of Joseph Childers).

Changes the term of the appointment to the NC State Port Authority upon recommendation of the Senate President Pro Tempore, now providing for a term expiring June 30, 2021, rather than July 30, 2021. Eliminates the appointment of Joseph Childers to the NC Professional Educator Preparations and Standards Commission. Removes the provision which makes the Speaker of the House of Representative's recommended appointments to the NC Professional Educator Preparations and Standards Commission conditioned upon HB 200 (Various Education Law Changes) of the 2019 Regular Session becoming law. Corrects the county residency of the House Speaker's recommendation for appointment to the Property Tax Commission.
