House committee substitute makes the following changes to 2nd edition. Amends proposed GS 106-805 as follows: (1) adds requirement for construction or renovation of a swine house that, regardless of the footprint of the existing swine house, renovation or construction of a swine house is not be allowed in the 100-year flood plain, and (2) clarifies that a swine house on a nonconforming swine farm may be constructed or renovated if written permission is given by the owner or owners of the property directly affected by the siting requirements.
