Prohibits any state agency, regulatory board, or commission from developing, adopting, implementing, or enforcing any new rule, or amending, implementing, or enforcing any existing rule, that regulates greenhouse gas emissions or limits human activity for the purpose of reducing greenhouse gas emissions to the extent that the rule is more stringent than any federal law or regulation.
