House committee substitute to the 1st edition changes the effective dates of the act's provisions as follows. The previous edition provided for the act to become effective January 1, 2021. Now provides for Section 1 of the act (amending Article 9C of GS Chapter 143, NC Code Officials Qualifications Board) to become effective October 1, 2021; Sections 2 and 3 of the act (amending Article 11 of GS Chapter 160D, Building Code Enforcement) to become effective January 1, 2022; and Section 4 of the act (directing the Department of Insurance to adopt temporary implementing rules) to become effective on the date the act becomes law.
