AN ACT PROVIDING THAT STATE INSTITUTIONS AND POLITICAL SUBDIVISIONS OF THE STATE SHALL NOT USE PUBLIC FUNDS TO PURCHASE FLAGS OF THE UNITED STATES OF AMERICA OR THE STATE OF NORTH CAROLINA UNLESS THE FLAGS ARE MADE IN THE UNITED STATES.

Enacts new GSĀ 144-10 prohibiting State institutions or political subdivision of the State from using public funds to purchase US or North Carolina flags unless the flag has been entirely manufactured in the US using articles, materials, or supplies that have been grown or entirely produced or manufactured in the United States. Provides that this statute does not apply if the head of the State institution or governing body of the political subdivision determines the flag purchase would result in a sacrifice or loss in price or quality. Effective October 1, 2023.
