House committee substitute to the 1st edition makes the following changes. Amends proposed GS 144-10 by removing the exception for when the head of the State institution or governing body of the political subdivision determines the flag purchase would result in a sacrifice or loss in price or quality. Specifies that the act applies to purchases made on or after October 1, 2023.

Enacts new GSĀ 144-10 prohibiting State institutions or political subdivision of the State from using public funds to purchase US or North Carolina flags unless the flag has been entirely manufactured in the US using articles, materials, or supplies that have been grown or entirely produced or manufactured in the United States. Provides that this statute does not apply if the head of the State institution or governing body of the political subdivision determines the flag purchase would result in a sacrifice or loss in price or quality. Effective October 1, 2023.
