    Senate committee substitute replaces the 2nd edition in its entirety with the following. Makes conforming changes to the act's titles.

    Appropriates $46,375,508 from the General Fund to the UNC Board of Governors in recurring funds for each year of the 2025-27 biennium to be allocated to the UNC constituent institutions to account for increased enrollment at those institutions.

    Directs that if the act and any provision of GS 143C-5-4 (procedures to be followed when the Current Operations Appropriations Act does not become law prior to the end of certain fiscal years) are in conflict, then the act prevails. Specifies that the appropriations and the authorizations to allocate and spend funds are set out in the act remain in effect until the Current Operations Appropriations Act for the applicable fiscal year becomes law. When the Current Operations Appropriations Act for that fiscal year becomes law, instructs the Director of the Budget to adjust allotments to give effect to that act from July 1 of the fiscal year.

    Effective retroactive to July 1, 2025.

    House committee substitute to the 1st edition makes the following changes.

    Amends GS 115C-320 by amending the items that each local board of education must record for each of its employees, to include (1) current total compensation, consisting of total compensation from all funding sources, including at least salary, and reimbursements and allowances, including reimbursements and allowances related to travel (was, current compensation, including salary supplements, bonuses, reimbursements, and allowances) and (2) date and amount of each increase or decrease in compensation with that local board of education (was, date and amount of each increase or decrease in total compensation from all funding sources, including at least salary, salary supplements and bonuses, and reimbursements and allowances, including reimbursements and allowances related to travel). Amends the information that the local board of education must annually publish for each central office employee total compensation so that it no longer includes salary supplements and bonuses. Makes additional organizational and clarifying changes.

    Requires each local board of education, by no later than August 15, 2025, and annually thereafter to publish and maintain listed information for each central office employee (defined) under GS 15-115C-320 (publication and inspection of certain records) including: (1) total compensation for each central office employee from all funding sources including at least salary, salary supplements and bonuses, reimbursements and allowances; (2) position title and description (including the date the employee’s position was created and department where the position is located) for each central office employee; (3) the title of each central office employee position in the local school administrative unit and the number of positions associated with that title; and (4) for each department, unit, or office of the local school administrative unit, the number of central office employees located in that department, unit, or office along with the number of central office employees for each position title. Expands the type of information a local board of education has to maintaining for its employees to include current compensation (currently current salary), including salary supplements, bonuses, reimbursements and allowances. Makes technical and conforming changes.
