House committee substitute to the 1st edition makes the following changes. Maintains the whereas clauses but deletes the rest of the content of the previous edition and replaces it with the following. Encourages the North Carolina State Bar Council to adopt a rule to provide that full-time employees of the NCGA who are licensed attorneys are exempt from all continuing legal education requirements. Makes conforming changes to the act's titles.
