Bill summary

House committee substitute to the 3rd edition makes the following changes. Makes conforming organizational changes to account for new Section 4.

Section 1.

Clarifies that the registration provisions of GS 66-529 apply to consumer legal funding companies. Clarifies in GS 66-528 that actions by attorneys or accountants prohibited in GS 66-534 are not exempt from the Consumers in Crisis Protection Act.

Section 4 (new).

Effective July 1, 2026, appropriates $10,000 in recurring funds from the General Fund to the Office of Secretary of State for 2026-27 to be used by the Office of Secretary of State to pay for the cost of registering consumer legal funding companies.
