Establishes the 11-member Study Committee on Automation and the Workforce (Committee) to serve as a study and advisory committee on the effects of automation on the State's workforce, with a special emphasis on low-income and minority workers. Sets out specific issues the Committee must study. Sets out provisions for the appointment of the members by the Governor, President Pro Tempore of the Senate, and Speaker of the House of Representatives; names ex officio members. Requires appointments to be made to the Committee by October 1, 2021, and with membership terms commencing on October 1, 2021. Member terms are for two years; allows voting members to be reappointed to successive terms. Requires the election of members to conducted during the initial organizational meeting with elected members' terms deemed to begin on October 1, 2021. Provides for the appointment of co-chairs, removal of members, per diem and travel and subsistence expenses, establishing a quorum and assignment of staff. Requires the Committee to report to the Governor and specified NC commission before the 2023 convening of the NCGA, with reports due biennially after that.
