House committee substitute amends the 2nd edition as follows.

Further amends Section 1 of SL 2003-124, as amended, to include the Town of Banner Elk in addition to the Town of Spencer among the towns explicitly authorized to regulate the operation of utility vehicles on any public street or road within the town by ordinance.

Makes conforming changes to the act's titles.
