House committee substitute amends the 1st edition as follows. Modifies existing language of Section 1 of SL 2003-124 set forth in the bill to reflect the Section as it was also amended by SL 2013-172 (the previous edition set forth existing language as the Section existed in the amendments set out in SL 2011-171). Maintains the substantive change to include Spencer in the towns explicitly authorized to regulate the operation of utility vehicles on any public street or road within the town by ordinance. Moves the proposed addition to maintain alphabetical order.
