Amends the Durham City Charter, Chapter VII of SL 1975-671, by adding a new section that allows Durham to reimburse a nonmunicipal utility owner for utility relocation costs of $30,000 or more without complying with the requirements of GS Chapter 143, Article 8 (governing public contracts).
