    House committee substitute makes the following change to the 1st edition.

    Deletes proposed amendments to GS 113-274 and instead requires the Wildlife Resources Commission (Commission) to study the need for imposing a duty to avoid wanton waste on persons taking wildlife while committing depredations on their property.  Defines wanton waste as killing or crippling a big game animal without making a reasonable effort to retrieve the animal and properly dispose of it.  Requires the Commission to report to the 2018 General Assembly upon convening.

    Amends GS 113­274(c)(1a) to require owners or lessees who take wildlife while committing depredations upon the property to notify the Wildlife Resources Commission (Commission) within 24 hours by email or an internet­based reporting process. Authorizes the Commission to impose a duty to avoid wanton waste (defined as killing or crippling big game without making a reasonable effort to retrieve and properly dispose of the animal) on wildlife taken by an owner or lessee of land on their property. Authorizes the Commission to issue temporary rules to implement the act.

    Effective October 1, 2017.
