House committee substitute makes the following change to the 1st edition.
Adds that this act has no effect on the validity of any liens of the city of Kannapolis for ad valorem taxes or special assessments outstanding before the effective date of this act. Provides that such liens may be collected or foreclosed upon after the date of this act, as if the property were still within the City of Kannapolis.
