AN ACT TO CONSOLIDATE THE FUNCTIONS OF ELECTIONS, CAMPAIGN FINANCE, LOBBYING, AND ETHICS UNDER ONE STATE AGENCY BY CREATING THE NORTH CAROLINA BIPARTISAN STATE BOARD OF ELECTIONS AND ETHICS ENFORCEMENT; TO CLARIFY THE GENERAL ASSEMBLY'S AUTHORITY TO CORRECT DEFECTS IDENTIFIED BY A COURT IN APPORTIONMENT OR DISTRICTING PLANS; TO RESTORE PARTISAN ELECTIONS FOR THE NORTH CAROLINA SUPREME COURT AND COURT OF APPEALS; TO MODIFY APPELLATE REVIEW OF CERTAIN CASES; AND TO MODIFY THE TERM FOR INDUSTRIAL COMMISSIONERS.

House amendment makes the following change to the 4th edition.

Amends the proposed changes to GS 163-30, concerning the appointment of members to the county board of elections, to direct the Bipartisan State Board of Elections and Ethics Enforcement to appoint members of county boards of elections on the second Tuesday in July in 2017, with members being appointed by the State Board on the last Tuesday in June in 2019, and every two years thereafter (previously, proposed appointments on the last Tuesday in June in 2017, and every two years thereafter).
