House committee substitute makes the following changes to the 1st edition.
Deletes language that provided that a public notice of an intended lease was not required when councils approve a lease for the siting and operation of specified facilities for up to 20 years.
Amends the enactment clause, providing that this act is effective when it becomes law and applies to leases entered into on or after that date.
