House committee substitute deletes all of the provisions of the 1st edition and replaces them with the following.

Establishes the Drainage Improvement Study Commission (Commission), comprised of 15 members, with six being appointed by the Speaker of the House of Representatives and six to be appointed by the President Pro Tempore, as specified. Remaining members are (1) Director of the Division of Soil and Water Conservation of the Department of Agriculture and Consumer Services, (2) Secretary of the Department of Transportation, and (3) Executive Director of the Wildlife Resources Commission (or their respective designees).
