Requires the North Carolina Utilities Commission (Commission) to assess the extent to which the state's electrical grid is prepared for an emergency that may pose a threat to the state's electrical grid and related systems. Requires the Commission to report its findings by May 1, 2016, to the Joint Legislative Emergency Management Oversight Committee and to the Fiscal Research Division. Specifies items that must be included in the assessment. Requires each public utility, electric membership corperation, and city that distributes electricity in the state to cooperate with the Commission and provide it with requested information. Effective July 1, 2015.
