AN ACT TO AUTHORIZE LAW ENFORCEMENT OFFICERS, EMERGENCY PERSONNEL, AND MUNICIPAL AND COUNTY EMPLOYEES TO OPERATE UTILITY VEHICLES ON SOME PUBLIC HIGHWAYS AND TO MODIFY THE MOVE‑OVER LAW TO INCLUDE VEHICLES BEING USED IN THE COLLECTION OF REFUSE, SOLID WASTE, OR RECYCLING. Enacted May 21, 2015. Section 3 is effective October 1, 2015. The remainder is effective May 21, 2015.

Amends GS 20-157(f) concerning the operation and yielding requirements for vehicles on roadways when emergency vehicles or other specified public service vehicles are parked or standing within 12 feet of a roadway while giving a warning signal, to add vehicles that are being used in the collection of refuse, solid waste, or recycling to the definition of a public service vehicle. Makes organizational changes. Effective October 1, 2015, applying to offenses committed on or after that date.
Makes technical corrections.

Amends GS 20-171.23 to clarify that law enforcement officers and fire, rescue, and emergency medical services personnel are authorized to operate motorized all-terrain vehicles on public highways that meet certain specified criteria. Defines the term motorized all terrain vehicles, as used in this statute, to have the same meaning as in GS 14-159.3, except that the term also includes utility vehicles as defined in GS Chapter 20.
Amends GS 20-171.24 to clarify that employees of municipalities and counties listed in this statute are authorized to operate motorized all-terrain vehicles on public highways that meet certain specified criteria.
