Subject to approval by voters at the statewide general election on November 3, 2026, amends Section 2 to Article V of the North Carolina Constitution by decreasing the cap on income tax from seven to five percent. If approved, applicable to taxable years beginning on or after January 1, 2027.

S 921 (2023-2024) CONST. AM./REQUIRE PHOTO ID FOR ALL VOTERS. Filed Dec 2 2024, AN ACT TO AMEND THE NORTH CAROLINA CONSTITUTION TO REQUIRE ALL VOTERS TO PRESENT PHOTOGRAPHIC IDENTIFICATION BEFORE VOTING, NOT JUST THOSE PRESENTING TO VOTE IN PERSON.
Subject to approval by the voters at the statewide election on November 3, 2026, amends Section 2(4) and Section 3 of Article VI of the State constitution so that voters voting by any method are constitutionally required to present photo identification before voting (currently, constitutional requirement for photo ID is just for in-person voting). Sets out the ballot language. If approved, effective upon certification by the State Board of Elections.
