H 1016 (2015-2016) FUNDS FOR EDUCATIONAL TRAINING CENTERS. Filed May 2 2016, AN ACT TO APPROPRIATE FUNDS FOR REGIONAL PROFESSIONAL DEVELOPMENT FOR K-12 EDUCATORS.

Appropriates $2.4 million from the General Fund to the Department of Public Instruction for the 2016-17 fiscal year to provide a grant of $300,000 to each of the eight specified regional educational training centers to be used to provide quality professional development training for educators in the public schools.  

Effective July 1, 2016.

H 1019 (2015-2016) RETIREMENT/HOUSE PRINCIPAL CLERK. Filed May 2 2016, AN ACT REGARDING THE ELIGIBILITY FOR RETIREMENT OF THE PRINCIPAL CLERK OF THE HOUSE OF REPRESENTATIVES.

Specifies nine requirements that a person serving as the Principal Clerk of the House of Representatives must complete before becoming eligible for retirement, including having served as House Principal clerk for at least 50 years, been elected by her peers to various offices of the American Society of Legislative Clerks and Secretaries, and having worked diligently in the Principal Clerk's office since 1977.

S 798 (2015-2016) DISTRIBUTION OF HIGHWAY USE TAX AND FEES. Filed May 2 2016, AN ACT TO ADJUST THE DISTRIBUTION OF THE HIGHWAY USE TAXES COLLECTED ON THE SHORT-TERM LEASE OR RENTAL OF A MOTOR VEHICLE AND TO APPROPRIATE FUNDS ON AN ANNUAL BASIS FROM THE HIGHWAY FUND TO THE NORTH CAROLINA STATE PORTS AUTHORITY AND THE DIVISION OF AVIATION OF THE DEPARTMENT OF TRANSPORTATION.

Amends GS 105-187.9(a), providing that highway use taxes collected under Article 5A of GS Chapter 105 at the rate of 8% are to be credited to the Highway Fund (currently, credited to the General Fund).

Enacts new GS 105-187.9(b), providing for certain appropriations beginning in the 2016-17 fiscal year out of the taxes collected at the rate of 8% and credited to the Highway Fund, namely (1) $35 million appropriated annually to a reserve fund used by the NC State Ports Authority for capital improvements, and (2) $21 million appropriated annually to the Division of Aviation for specified capital improvement projects.

Effective July 1, 2016, and applies to taxes collected on or after that date.

S 800 (2015-2016) STUDY COSTS ASSOCIATED WITH NC PRE-K SLOTS. Filed May 2 2016, AN ACT TO DIRECT THE DIVISION OF CHILD DEVELOPMENT AND EARLY EDUCATION WITHIN THE DEPARTMENT OF HEALTH AND HUMAN SERVICES TO STUDY AND REPORT ON THE COSTS ASSOCIATED WITH SLOTS FOR THE NC PRE-K PROGRAM, AS RECOMMENDED BY THE JOINT LEGISLATIVE OVERSIGHT COMMITTEE ON HEALTH AND HUMAN SERVICES.

Requires the Department of Health and Human Services, Division of Child Development and Early Education (Division), to study the costs associated with funding slots for the NC Pre-K program. Requires the Division to review and determine: (1) the total cost to fund an NC Pre-K slot, (2) the State share needed to fund an NC Pre-K slot by each setting, (3) the amount of funds needed to maintain the current number of NC Pre-K slots if the per slot cost were increased to the amount recommended by the study, (4) recommendations on how often the slot costs should be evaluated and reported, and (5) any other relevant issues.

Requires the Division to report to the chairs of the House and Senate Appropriations Committees on Health and Human Services and the Fiscal Research Division by February 1, 2017.

Confirms the appointment of Robert L. Schurmeier, Jr., of Mecklenburg County, as Director of the State Bureau of Investigation for a term beginning July 1, 2016, and expiring June 30, 2023.

H 1017 (2015-2016) NORWOOD DEANNEXATIONS/ANNEXATION. Filed May 2 2016, AN ACT TO ADD AND REMOVE CERTAIN DESCRIBED PROPERTY FROM THE CORPORATE LIMITS OF THE TOWN OF NORWOOD.

As title indicates. Adds and removes specified property from the corporate limits of the Town of Norwood. Provides that the changes do not have any effect on the validity of liens of Norwood outstanding before the effective date of the act.
