House committee substitute makes the following changes to 1st edition.
Amends GS 120-2 to establish boundaries for 120 House districts with each district electing one representative to the North Carolina House of Representatives in 2012 and periodically thereafter. A map of the districts proposed in the committee substitute is posted on the General Assembly’s web site here.
Effective when the act becomes law and applies to elections held on or after January 1, 2012.

Summarized in Daily Bulletin 3/2/11, 4/28/11, 5/19/11, 5/24/11, 6/8/11, 6/14/11, and 6/17/11. Enacted July 18, 2011. Sections 10 and 11 are effective July 18, 2011. The remainder is effective September 1, 2011.

Senate committee substitute makes the following changes to 1st edition.
Amends GS 163-201 to divide North Carolina into 13 congressional districts to nominate and elect members of the U.S. House of Representatives in 2012 and every two years thereafter, as follows. District 1 includes the following counties: Bertie, Halifax, Hertford, Northampton, Warren, and specified parts of Beaufort, Chowan, Craven, Durham, Edgecombe, Franklin, Gates, Granville, Greene, Lenoir, Martin, Nash, Pasquotank, Perquimans, Pitt, Vance, Washington, Wayne, and Wilson. District 2 includes the following counties: Lee, Moore, and specified parts of Alamance, Chatham, Cumberland, Harnett, Hoke, Randolph, and Wake. District 3 includes the following counties: Camden, Carteret, Currituck, Dare, Hyde, Jones, Onslow, Pamlico, Tyrell, and specified parts of Beaufort, Chowan, Craven, Gates, Greene, Lenoir, Martin, New Hanover, Pasquotank, Pender, Perquimans, Pitt, and Washington. District 4 includes specified parts of the following counties: Alamance, Chatham, Cumberland, Durham, Harnett, Orange, and Wake. District 5 includes the following counties: Alexander, Alleghany, Ashe, Davie, Watauga, Wilkes, Yadkin, and specified parts of Catawba, Davidson, Forsyth, Iredell, and Rowan.
