    Senate amendment makes the following changes to the 3rd edition.

    Eliminates the provision allowing the Department of Health and Human Services to seek a temporary waiver from the USDA for time limits established by federal law for able-bodied adults without dependents participating in the Food and Nutrition Services Program in the State. 

    Eliminates the provision establishing that payments received by precinct officials and assistants for work performed during the period from September 1, 2020, and November 5, 2020, do not affect the computation of the individual's partial unemployment weekly benefit under State law.

    Makes conforming changes to the act and the act's long title.

    Senate committee substitute makes the following changes to the 2nd edition.

    Adds the following provisions.

    Makes the general provisions of Part I of SL 2020-4 (2020 COVID-19 Recovery Act) applicable to the funds transferred and appropriated to the Division of Employment Security (DES) by the act, and requires the Office of State Budget and Management (OSBM) to include the funds in the report required under Section 1.7 of SL 2020-4. Requires DES to provide necessary information to OSBM for its reporting.

    Establishes that payments received by precinct officials and assistants for work performed during the period from September 1, 2020, and November 5, 2020, do not affect the computation of the individual's partial unemployment weekly benefit under state law.

    Changes the act's long title.

    House committee substitute to the 1st edition makes the following changes.

    Requires that the $2 million appropriated to the Department of Commerce, Division of Employment Security (DES), be used to contract and use the subject matter expertise and technical infrastructure available through existing Government Data Analytics Center (GDAC) public-private partnerships (was, only to contract with GDAC) subject to the already specified objectives. Amends those objectives to include enhancing economic modeling for underground economy analysis with COVID-19 claims (was, to develop modeling for economic impact and recovery analysis). Adds that all contractual and interagency agreements necessary to implement this section must be executed within 30 days of the act becoming law.

    Deletes the $25,000 appropriation from the General Fund to the Department of Health and Human Services, Division of Social Services for increased administrative costs for the Food and Nutrition Services Program. 

    Changes the effective date of the provision allowing the Department of Health and Human Services to seek a temporary waiver for federal time limits for able-bodied adults without dependents participating in the Food and Nutrition Services Program, to when the act becomes law. 

    Reenacts and incorporates by the reference the State Budget Act, GS Chapter 143C.

    Provides for the continued validity of 2019 legislation appropriating funds to an agency covered by the act unless expressly repealed or amended.

    Requires the State Controller to transfer $2 million for 2019-20 from the Coronavirus Relief Reserve to the Coronavirus Relief Fund (both established in SL 2020-4). Appropriates those funds to the Department of Commerce, Division of Employment Security (DES), to contract with the Government Data Analytics Center (GDAC), to: (1) enhance existing unemployment insurance (UI) fraud and compliance alerting capability to prevent and detect cybersecurity attacks on DES information technology assets and resources during the pandemic; (2) provide DES with COVID-19 related program fraud detection analytics and information reporting; (3) provide pandemic UI assistance documentation analysis; and (4) to develop modeling for economic impact and recovery analysis. Limits the expenditure of these funds to as allowed under the CARES Act.

    Allows the Department of Health and Human Services to seek a temporary waiver from the US Department of Agriculture (USDA) for federal time limits for able-bodied adults without dependents (ABAWD) participating in the Food and Nutrition Services Program in this State. Appropriates $25,000 for 2020-21 from the General Fund to the Department of Health and Human Services, Division of Social Services, to cover increased administrative costs for the Food and Nutrition Services Program. Effective July 1, 2020, and expires in one year.
