    Establishes the ten-member Joint Legislative Study Committee on the Impact of Charter Schools on Local School Administrative Units (Committee) to study the impact of charter schools on local school administrative units and on student performance. Sets out the Committee membership and requires that appointments be made by August 1, 2019. Includes provisions for selecting a co-chair, establishing a quorum, contracting for services, and paying members travel and subsistence. Sets out 14 issues to be studied by the Committee, including the impact of charter schools on local school administrative units and the benefits and harms of expanding charter schools; charter school student and teacher attrition rates and the impact of charter school student and teacher attrition on local school administrative units; the academic performance of all charter school students as compared to students in local school administrative units, including children with disabilities; and the extent to which charter schools have an impact on segregation and racial isolation in local school administrative units and charter schools. Requires that the Committee meetings begin by September 1, 2019. Requires the Committee to submit a final report on the study to the specified NCGA entities and committee by March 1, 2021. Terminates the Committee upon the earlier of March 1, 2021, and the filing of the final report. 

    Prohibits the State Board of Education (State Board) from granting final approval to an application seeking to establish a charter school submitted on or after the date the act becomes law. Prohibits the State Board of Education from granting a material revision to a charter school based on enrollment growth. Prohibits a charter school from increasing enrollment or expanding grade levels. These prohibitions expire only after legislation is enacted addressing the Committee's report and recommendations.
