    House amendment makes the following changes to the 4th edition.

    Amends proposed GS 93E-2-4(i) to provide that for appraisal assignments of property secured by the principal dwelling of the consumer (was, for appraisal assignments of one- to four-family dwellings), an appraisal company must compensate appraisers in compliance with section 129E(i) of the federal Truth in Lending Act and associated regulations. Adds the requirement that rules establishing customary and reasonable rates be based on objective third-party information.

    House committee substitute makes the following changes to the 3rd edition.

    Deletes the proposed changes to GS 51-1 and instead provides that notwithstanding the limitations in GS 51-1(1) and (2), a marriage that meets all other requisites of marriage may be solemnized by a Justice of the US Supreme Court or a Judge of the US Court of Appeals. Effective July 2, 2016, and expires July 5, 2016.

    House committee substitute makes the following changes to the 2nd edition.

    Amends the bill's short and long titles.

    Deletes all of the provisions of the previous edition and replaces them with the following.

    Amends GS 93E-2-4, of the NC Appraisers Act, concerning real estate appraisal management companies, adding new subsection (i) which requires these companies to pay appraisers, for appraisal assignments of one- to four-family residential dwellings, customary and reasonable fees as providing for and in compliance with specified federal law.  Directs the NC Appraisal Board (Board) to adopt administrative rules to enforce these provisions. Also amends GS 93E-2-8, concerning the disciplinary authority of the Board, enacting new subdivision (9), which authorizes the Board to take disciplinary action for failure to compensate appraisers as required in above GS 93E-2-4(i). Effective January 1, 2017.

    Amends GS 51-1 concerning those authorized to solemnize a marriage in North Carolina, adding Justices of the US Supreme Court and Judges of the US Court of Appeals to those so authorized. Makes conforming changes. Effective July 2, 2016, expiring on July 5, 2016.

    Amends the definition of autonomous vehicle for the purposes of the act, providing that it means a vehicle capable of operating in a full automation mode as that mode is defined by the Society of Automotive Engineers standard as specified (previously, definition provided that the term autonomous vehicle technology means technology that is installed on a motor vehicle that has the capability to drive the motor vehicle without the active control or monitoring of a human operator).
