House committee substitute makes the following changes to the 2nd edition.
Changes the short and long title.
Deletes all of the provisions of the 2nd edition in its entirety.
Directs the Joint Legislative Transportation Oversight Commission to review the laws in North Carolina and other states in regards to the use of motorcycle helmets and consider whether the state's motor vehicle laws should be amended to provide exceptions to the requirement that all operators and passengers on motorcycles or mopeds wear a safety helmet. Sets out six required elements of the study, including the effect of motorcycle helmet laws, or the repeal of those laws, on medical costs and insurance premiums, and fiscal implications for state and local governments. Requires the Joint Legislative Transportation Oversight Commission to report its findings and recommendations to the General Assembly on or before the date of the convening of the 2014 Regular Session.

Enacts new subsections (a1) and (a2) to GS 20-140.4 (concerning motorcycles and mopeds) to provide the following exceptions to the helmet requirement. Permits a person over 18 years old to operate a motorcycle without a helmet, provided the person is covered by an insurance policy for at least $10,000 in medical care, if the operator (1) held a license or endorsement for more than one year or (2) completed an approved safety course. Permits a motorcycle passenger who is 18 or older to ride without a helmet, provided the operator can also ride without a helmet and the passenger is covered by an insurance policy for at least $10,000 in medical care. Makes a conforming change. Deletes language requiring violator to pay court costs for failing to wear a helmet. Applies to violations occurring on or after October 1, 2013.
