House amendment to the 2nd edition makes the following changes.

House committee substitute amends the 1st edition as follows.
Part I.
Corrects an NCGA committee name. Adds the following.
Directs the Department of Health and Human Services, Division of Health Benefits (DHB), to implement Medicaid coverage of schoolbased transportation in adaptive vehicles for students with disabilities provided by local education agencies on the days they receive Medicaid covered health-related services, as described in Clinical Coverage Policy 10C. Requires DHB to submit a State Plan amendment, or develop a new or amend an existing clinical coverage policy; assign a CPT code as needed; and develop billing instructions. Requires coverage to be effective the later of July 1, 2023, or any effective date required by the Centers for Medicare and Medicaid Services (CMS).
Requires an annual parental consent form to be signed in order for a child to access services provided at a school health clinic. Mandates that the form include a list of services provided, including specific preventative services provided, if any; a list of services available off-campus upon referral; and a list of other clinics to which the clinic may refer a student. Applies beginning with the 2023-24 school year.
Part II.
Corrects an NCGA committee name.
Changes the act's titles.

Requires the Department of Health and Human Services, Division of Health Benefits (DHB), to develop and implement a plan to work with the Department of Public Instruction, local education administrative units, and local management entities/managed care organizations (LMEs/MCOs) to increase awareness of school-based health services, beyond Individualized Education Program (IEP) services, that are reimbursable under North Carolina's Medicaid State Plan. Requires the plan to include assessing the feasibility of enhanced rates and other mechanisms that encourage private agencies to provide school-based health services to students who are receiving (or eligible for) Medicaid benefits. Requires the plan and recommended legislative changes to be submitted to the specified NCGA committee and chairs by August 1, 2024.
Requires DHB, by March 1, 2025, to submit an interim report on the success of the Integrated Care for Kids (InCK) Medicaid pilot program to the Joint Legislative Oversight Committee on Medicaid and NC Health Choice. Sets out required minimum elements of the evaluation. Requires DHB to submit a final report on the program that includes updates on that same information and any legislative recommendations by March 1, 2027.
