Requires the Secretary of Environment and Natural Resources to grant a waiver allowing additional connections to a bond funded water line in an area designated as WS-I or the critical area of an area designated as WS-II, WS-III, or WS-IV, if the design capacity and size of the existing bond funded line can accommodate the additional connections and the purpose of the additional connection is to address an existing threat to water quality or public health, or to provide water to a habitable structure that is located on a lot zoned for single family residence if the lot was platted at the time of the construction of the water line.
