Senate committee substitute makes the following changes to the 2nd edition.

Makes a technical correction to clarify that thetitle of the worksheet to be used by the Individualized Education Program (IEP) team to document the IEP team's consideration of the language and communication needs of the individual student is "Communication Plan Worksheet for Student Who is Deaf or Hard of Hearing." Requires the IEP team to document the language and communication needs of the student as the IEP is developed, reviewed, or revised (was, as the IEP is developed). Also requires the IEP team to document the data to be used in making placement decisions for a student.
