In Part II, amends GS 105-164.13 (pertaining to retail sales and use taxes) to change one of the conditions required for the exemption for sales by a nonprofit civic, charitable, educational, scientific, library, or fraternal organization to when each annual sales period funds a distinct and different program from the other annual sales periods during the year (was, when each annual sales period funds a distinct and different project).
