AN ACT TO AUTHORIZE THE ISSUANCE OF HANDICAPPED LICENSE PLATES TO A REGISTERED VEHICLE OWNER THAT IS THE GUARDIAN OR PARENT OF A HANDICAPPED PERSON AND TO AUTHORIZE THE DIVISION OF MOTOR VEHICLES TO PRODUCE VARIOUS SPECIAL REGISTRATION PLATES.
