Makes organizational changes by placing content of the previous edition under Part I of the act and makes conforming changes.

Adds the following.

Suspends the authority of the Town of Leland to annex territory pursuant to Article 4A, GS Chapter 160A. Excludes petitions for voluntary annexation executed on or before March 1, 2023. Changes the act's titles.
