Bill summary

Senate committee substitute to the 3rd edition makes the following changes.

Deletes Section 1.2 of the act, which amended GS 75A-3 to allow the Wildlife Resources Commission to retain $100,000 per quarter from the certificate of number fees to be used for WRC-directed dredging projects.

Adds a new section amending GS 14-401.24, which makes it a Class 1 misdemeanor for a person to fish or hunt using an unmanned aircraft system. Amends the definition used in this statute for fishing so that it remains defined as it is in GS 113-130, but adds an exception for when an unmanned aircraft or unmanned aircraft system is used during, immediately preparatory to, or immediately subsequent to the taking of fish for (1) spotting; locating; recording, broadcasting, or streaming video of fish; or (2) deploying bait. Applies to activities occurring on or after July 1, 2023.
