Clarifies, under Section 41 of SL 1947-677 (definitions provision of the act authorizing Winston-Salem and Forsyth County to adopt zoning laws), that Board of Alderman and City Council have the same meaning. Directs, under Section 23 of SL 1947-677, as amended, that the City of Winston-Salem and Forsyth County must enact an ordinance to confer authority upon the joint City and County Planning Board to either revise existing zoning ordinances or to prepare new ordinances. Allows the city to enact ordinances to confer the authority for the rezoning of property, including site plan amendments, to the joint City and County Planning Boar. Requires the City Council to establish rules, regulations, and guidelines under which the joint Board can exercise its rezoning authority. Also requires City Council to provide appropriate rights of appeal and final review. Makes technical changes, including replacing references to the Board of Alderman with City Council. Applicable to Winston-Salem only.
