Directs the Department of Public Safety to use up to $1,672,413 from its 2012-13 appropriation to give one-time bonuses to State Highway Patrol members whose annual statutory step increases were suspended in the 2009 and 2011 budget bills. Directs bonuses to be paid in the June 2013 pay period. Sets the amount of bonus at six times the monthly salary difference between the actual January 1, 2013, salary and the salary that would have been paid without the suspensions.  Applies to members who would have been eligible for the increases who are employed with the State Highway Patrol and in good standing on June 1, 2013.
