Clarifies that no person will operate an ATV on a public street or highway or public vehicular area without eye protection and a safety helmet. Also clarifies that a person under 18 years of age may operate an ATV while inspecting power lines and wearing head and eye protection, as specified. Makes conforming changes. Applies to offenses committed on or after October 1, 2011.
