Senate committee substitute makes the following changes to the 2nd edition.
Makes clarifying and organizational changes.
Adds a new part Amends GS 160A-168(c)(8), as amended, to allow the Greensboro city manager or police chief, or designees, to release the disposition of disciplinary charges against a police officer and the facts relied upon, to the Criminal Justice Advisory Commission and its subcommittee, the Police Community Review Board, designated by the city council to provide citizens review of the police disciplinary process (was may be released to the Human Relations Commission Complaint Subcommittee). Makes conforming changes.
Amends the act's long title.

Allows for the disclosure or nondisclosure of information that is not a public record at the county's discretion.
