Senate committee substitute makes the following changes to the 2nd edition.
Changes the act’s long title. Reorganizes Sections 1, 2, 3, and 4 of the act into Sections 1(a), 1(b), 1(c), and 1(d) respectively.
Adds new Section 2(a) that amends GS 1A-1, Rule 40 of the Rules of Civil Procedure, by replacing possessive pronoun and providing a broader definition of good cause for a continuance to include any service in carrying out any duties as a member of the General Assembly (was, service as a member) and service on any other board, commission, or authority as an appointee of the Governor, Lieutenant Governor, or the General Assembly (previously limited to service on the Rules Review Commission).
Adds new Section 2(b) that amends GS 15A-952 of the Criminal Procedure Act regarding filing pretrial motions to provide that good cause for granting a continuance includes any service in carrying out any duties as a member of the General Assembly (was, service as a member) and service on any other board, commission, or authority as an appointee of the Governor, Lieutenant Governor, or the General Assembly (previously limited to service on the Rules Review Commission).
Provides that Section 2 becomes effective December 1, 2020.
Makes conforming changes.

Further amends GS 14-309.7 to transfer bingo game licensure and limited occasion permitting oversight and administration from the State Bureau of Investigation (SBI) to the Alcoholic Law Enforcement (ALE) Division of the Department of Public Safety (DPS). Amends GS 14-309.11 to transfer audit reporting responsibilities relating to bingo games from the SBI to ALE.
Amends GS 14-309.14 to transfer beach bingo licensure from the SBI to ALE.
Maintains the act's effective date of October 1, 2020.

Amends GS 14-309.7, which sets forth the licensing procedure for bingo game operation. Clarifies that all license applications must contain the names and addresses of each member of the special committee described in GS 14-309.10, which requires bingo games to be the direct responsibility of, and controlled by, a special committee selected by the governing body of the exempt organization (currently, does not offer an explanation of the special committee contact requirement). Specifies that an organization using a leased premises for bingo games must occupy and use the leased premises for purposes other than bingo for at least six months before the first game (currently, does not specify that this requirement applies to the first game only). Concerning limited occasion permits, authorizes the State Bureau of Investigation (SBI), which is the licensing agency for bingo game licensees, to require any information necessary to determine compliance with Part 2, Bingo and Raffles, of Article 37 (currently, authorizes requiring any information reasonable and necessary to determine compliance). Makes identical change concerning the information required to be reported following the game for which a limited occasion permit is issued. Clarifies that the SBI is restricted to requiring no more information for a limited occasion permit than that required by statute for a bingo game license. Additionally, makes clarifying, technical, and organizational changes throughout.
Applies to applications submitted on or after October 1, 2020.
