Enacts GS 63-94.1, explicitly providing that the the provisions of Article 10 regulating the operation of unmanned aircraft systems are preempted by the federal government's exclusive sovereignty of airspace pursuant to federal law, and any contradictory interpretation or application of Article 10 is void.
