AN ACT AMENDING THE CHARTER OF THE CITY OF DURHAM TO AUTHORIZE THE CITY TO REIMBURSE NONMUNICIPAL UTILITY OWNERS FOR UTILITY RELOCATION COSTS IN THE AMOUNT OF THIRTY THOUSAND DOLLARS OR MORE WITHOUT COMPLYING WITH THE STATE'S CONTRACTING LAWS.
