Senate committee substitute makes the following changes to the 2nd edition:
Changes the short and long titles.
Amends SL 2013-358, extending the Committee's sunset provisions to July 1, 2016 (was, July 1, 2015), and provides that the interim report due by the Committee is now due in June 2015 (was, June 2014) with the final report due in June 2016 (was, June 2015).
Amends the Charlotte City Charter, SL 2000-26, as follows.
Amends Sections 5.51 and 5.62, making clarifying changes to provide that the Charlotte Douglas International Airport Commission (Commission) is an agency of and within the City of Charlotte.
Provides that the Commission is not a special district and but must conduct its budgeting and fiscal affairs in accordance with the provisions of the Local Government Budget and Fiscal Control Act as applicable to special districts.
Provides that the Commisson operates the Airport on behalf of the City of Charlotte and makes conforming changes. Requires that rules and penalties made by the Commission must abide by the terms of any grant agreement in effect with the FAA. Adds new language that allows the Commission to apply for and hold an airport operating certificate which is issued by the FAA.
Adds new language that would require the City Council, Mayor, and City Manager of Charlotte to (1) secure for the Commission the right and ability to fully exercise the powers granted to it under the Charter; (2) obtain a determination of the FAA that the Commission can operate the Airport under the existing operating certificate issued to the City, or, in the alternative, obtain a new operating certificate which permits the Commission to operate the Airport; (3) provide whatever assurances are necessary to the FAA in connection with its provisions of grants to the City or Commission for the improvement or development of the Airport; and (4) implement the Article.
States that nothing in the Article is intended to transfer the Airport or related property away from Charlotte.

House committee substitute to the 1st edition makes the following changes. Allows Clinton to use the design-build method of constriction for the construction or renovation of buildings, facilities, and infrastructure owned by the city (was, for any road, water, sewer, sidewalk, public facility, and any other public infrastructure). Allows the city to use the authority for up to two projects (was, the act applied only to two specified projects) and requires that the projects be awarded on or before June 30, 2015.

Provides that despite the provisions of GS 143-128, GS 143-129, GS 143-131, GS 143-132, GS 143-64.31, and GS 143-64.32, the City of Clinton is permitted to use the design-build construction method for any road, water, sewer, sidewalk, public facility, and any other public infrastructure. Provides additional criteria governing the solicitation of bids and the selection of the best qualified team with whom to contract for the project.
Provides that this act applies only to (1) the expansion and renovation of the Bellamy Recreation Center and (2) the expansion and renovation of the Clinton Public Works 14 Facility.
