The Senate committee substitute to the 2nd edition amend the act's title. The original title was: A BILL TO BE ENTITLED AN ACT TO PROVIDE THAT OFFICIAL CREDENTIALS OF A BAIL BONDSMAN SHALL INCLUDE AN OFFICIAL SHIELD AND TO PROVIDE FOR THE DESIGN OF THE SHIELD.

    Senate committee substitute to the 2nd edition makes the following changes. Deletes the proposed changes to GS 58-71-40(d), (e), and (f). Enacts new GS 58-71-40 to authorize a bail bondsman licensee, while engaged in official duties, to carry, possess, and display a shield. Specifies the appearance of the shield, requires that it include the licensee's last name and license number, and specifies wording that must appear on the shield. Provides that any shield that deviates from the requirements is unauthorized and its possession is a violationĀ of the statute.

    Provides that the act is effective when it becomes law and applies to any person licensed under GS 58-71-40 before, on, or after that date.

    Updates the act's titles.

    Amends GS 58-71-40(d) as the title indicates. Requires that a bail bondsman obtain both a license and an official shield as provided by the NC Commissioner of Insurance. Provides that any deviation from the approved shield is an unauthorized shield and constitutes a violation of the statute by the licensee. Effective October 1, 2013, and applies to licenses issued on or after that date.
