Senate committee substitute makes the following changes to the 2nd edition:
Changes the long title.
Deletes all of the provisions of the previous edition in their entirety.
Provides that when the House of Representatives and the Senate adjourn on the date of the ratification of this resolution, they stand adjourned until November 17, 2014. Sets out the following as matters that can be considered during the session that convenes on November 17, 2014: bills related to the structure, operation, and funding of Medicaid; a joint resolution adjourning the 2013 Regular Session of the General Assembly sine die; and vetoed bills for the purpose of considering a veto override. Provides that the House of Representatives and the Senate will adjourn sine die on November 19, 2014.
Converts the bill into a House Joint Resolution.

Requires the Legislative Services Commission to use available funds to fund the Joint Legislative Efficiency and Cost-Savings in State Government Study Commission's (Commission) work. Requires the Commission to, at its first meeting, select two principal state departments to review (was, determine which agencies to review). Requires that one of the departments be selected from the list in GS 143B-6 (listing principal departments) and one from those principal state departments that are under the direction and control of a member of the Council of State. Makes conforming changes replacing references to agencies with departments.

Establishes the 10 member Joint Legislative Efficiency and Cost Savings in State Government Study Commission (Commission), consisting of five senators appointed by the President Pro Tempore of the Senate and five representatives appointed by the Speaker of the House of Representatives. Provides for meeting times and the filling of vacancies. Requires the Program Evaluation Division Director to advise the Commission and provides for Commission staffing. Requires the Commission to use a zero-based budgeting review process to study whether there are obsolete programs, cost reduction opportunities in state government, and cases where existing funds can be redirected to meet new demands. Requires the Commission to determine which agencies to review at its first meeting. Allows the Commission to require specified information from agencies, including the identification and estimation of the impact of discontinuing a decision unit, and description of service delivery alternatives. Requires that the Commission make an interim report to the 2014 Regular Session of the 2013 General Assembly and a final report to the 2015 Regular Session. Terminates the Commission at the earlier of the filing of the final report or the convening of the 2015 Regular Session.
