Amends proposed GS 115D-39(d) to condition adding the cost of textbooks to the tuition rates to allow the addition if the textbooks are purchased at the college’s bookstore and if the student’s branch of the armed services allows the addition of textbooks to tuition costs in its tuition assistance program.
