Includes whereas clauses.

Appropriates $5 million from the General Fund to the Office of State Budget and Management for 2025-26 for a directed grant to Mecklenburg County for the repair and improvement of orphan roads in non-municipal areas of the County.

Requires the Department of Transportation to make necessary improvements to Grand Palisades Parkway for acceptance of a subdivision street, after which the Departmemt must accept the Parkway into the State highway system for maintenance. Appropriates $750,000 from the Highway Fund to the Department for 2025-26 to make these improvements.

Effective July 1, 2025.
