    House committee substitute to the 2nd edition makes the following changes.

    Makes a technical change to the notwithstanding clauses in new GS 143-64.5A and GS 143-64.5B.

    Deletes previous Section 2, reallocating $5 million appropriated to the Department of Public Instruction to contract with MyScholar, to the Department of Administration to be used by the Commission on Indian Affairs to contract with MyScholar.

    Makes conforming changes to the act's titles.

    House committee substitute to the 1st edition makes the following changes.

    Amends new GS 143-64.5A by no longer specifying that the provisions of Part 2 of the Article do not apply to educational organizations, to the extent set out in the statute. 

    Enacts new GS 143-64.5B allowing State agencies (any board, bureau, commission, department, institution, or agency of the State), notwithstanding Part 2 of the Article (designating the Department of Administration as the state agency for federal surplus property), to obtain decommissioned and surplus material and property under contracts and agreements with the federal government or it's departments or agencies as long as the material and property is intended to promote public safety. 

    Reallocates $5 million appropriated to the Department of Public Instruction to contract with MyScholar, to the Department of Administration to be used by the Commission on Indian Affairs to contract with MyScholar to support the ScholarPath platform in developing the Twelfth Grade Transition program. 

    Makes conforming changes to the act's titles.

    Enacts new GS 143-64.5A to exempt educational organizations from the provisions of Part 2, Article 3A of Chapter 143 (designating the Department of Administration as the state agency for federal surplus property) if they are obtaining decommissioned and surplus material and property from the federal government, as long as the material/property is intended to be used for educational purposes. Defines educational organization as an organization with education as its primary purpose and that is a nonprofit, not-for-profit, or 501(c)(3) tax exempt entity.
