AN ACT TO RATIFY THE GOVERNOR'S ACTION TO EXPAND UNEMPLOYMENT BENEFITS DURING THE HELENE DISASTER, TO INCREASE THE MAXIMUM BENEFIT UNDER THE UNEMPLOYMENT INSURANCE LAWS, AND TO PROVIDE EMPLOYERS A TAX CREDIT FOR UNEMPLOYMENT TAX ON WAGES PAID IN 2025.

House committee substitute to the 1st edition makes the following changes.

Removes the provision specifying that the ratification of Sections 1, 2, 3, and 4 of Executive Order No. 322 (concerning unemployment insurance related to Hurricane Helene beginning for weeks of unemployment starting on or after September 29, 2024) and termination of those provisions on March 1, 2025, is as required by Section 3.1 of SL 2024-51 (extending the termination date of the statewide declaration of emergency issued by the Governor to March 1, 2025).

Changes the increase in the unemployment weekly benefit cap under GS 96-14.2 from the proposed $400 ($350 in current law) to $450 for claims filed on or after March 2, 2025.
