Provides that the requirements of GS 20-11(d), as amended by SL 2021-24 and SL 2021-134, apply to limited provisional license applicants after December 31, 2022, if the person met the other requirements of GS 20-11, subdivisions (d)(2) through (d)(5), prior to December 31, 2022.
